British Columbia
Except for a purpose defined in s. 1 of this Act, a person who is not registered under the Water Protection Act must not divert, extract, use or store any water from a stream

"Conservation purpose" means the use and storage of water or the construction of works in and about streams for the purpose of conserving fish or wildlife

"Storage purpose" means the collection, impounding and conservation of water

"Waterworks purpose" means the carriage or supply of water by a municipality, improvement district, development district or person for the use of the residents of an area in British Columbia

The property in and the right to the use and flow of all the water at any time in a stream in British Columbia are for all purposes vested in the government, except only in so far as private rights have been established under licences issued or approvals given under this Act; and no right to divert or use water may be acquired by prescription Water Act 2
A licence entitles its holder to, inter alia, divert and use beneficially, for the purpose and during or within the time stipulated, the quantity of water specified in the licence; store water

If diversion or use of water is required for a term < 12 months, the comptroller or a regional water manager may, without issuing a licence, grant an approval in writing, approving the diversion or use of the water (with conditions), but such diversion or use are subject to the same provisions as if the approval were a licence

If it appears to the LGiC to be advisable, in order to enable a person to investigate the suitability of a stream for any purpose, or in order to make provision for a water supply for a waterworks, irrigation or power system or project, or for the use of the Crown for any purpose, the LGiC may order reserve all or part of the unrecorded water of the stream from being taken or used or acquired under this Act

The comptroller may at any time issue to a group of 6 or more licensees a certificate of incorporation incorporating them into a water users' community with the name the comptroller considers advisable

A water users' community is a public corporate body and may (a) acquire, hold and control property and licences, (b) acquire, construct, hold, maintain, improve, replace and operate works, and (c) levy assessments on its members and enforce payment of those assessments by suit in a court of competent jurisdiction

No person shall take more than a total of 50,000 litres of water in a day, by means of a well or from a surface source, or by means of a structure or works for the diversion or storage of water, without a permit

Where the taking of water (other than the taking of water for use for ordinary household purposes or for the watering of livestock or poultry and other than for firefighting) interferes with any public or private interest in any water, the Director may prohibit the person from so taking water without a permit issued by the Director
